Rick Fienberg, Ph.D., Project Manager for the American Astronomical Society's Solar Eclipse Task Force, explains that during the partial eclipse phases of a total solar eclipse, it is important to wear eye protection. But for the few minutes during totality when the Moon completely covers the Sun, one MUST take off the glasses in order to have the full experience.
